Cut a strip (1) off of insulation.

 Determine dimensions (W, L) in accordance with the hole to be sealed, observing the hole depth and hole diameter while doing so.

Roll up strips (1) in a spiral around a correspondingly closed cable tie (2) until the desired hole diameter plus 20 % is reached.
